To activate the console press the enter key on the keypad instead of the tilde. Then type in the cheats. To close the console press the escape key.
During gameplay, press ~ and enter any of the following codes:

     Superman - God Mode
     Teamsuperman - Team God Mode
     Run - Run Faster
     Shadow - Invisible
     Teamshadow - Team Invisible
     Ammo - Unlimited Ammo
     God - Suicide
